设立《世界和平岛：联合国特区》
争取纽约市选民的支持（选票）是共和党赢得中期选举的重要一环。史泰登岛区是美国纽约市下辖的五个行政区之一，也是2016年美国总统选举中唯一支持共和党候选人特郎普的区。
在2018年的中期选举中，建议特郎普总统提出帮助史泰登岛的发展的方案：宣布史泰登岛脱离纽约市，独立成为第二个联邦特区即《世界和平岛：联合国特区》！
史泰登岛离纽约市较远；陆地面积：60
平方英里，是曼哈顿的2.5
倍。与其他四个区相比，史岛开发程度也较低，呈现较多自然景观，人口也最少（2017年仅47.95
万）。拥有众多的历史、文化胜地、体育场馆和自然景点。而乘坐史泰登岛渡轮（Staten
Island Ferry）对所有的旅客都是绝好的享受。
一、恢复100年前的地铁（连接纽约地铁）工程项目，停止对曼哈顿（中城哈得逊河）通往新泽西新遂道300亿美元的联邦拨款，将此款项转移至：建设布鲁克林区-史泰登岛区-纽瓦克市地铁、公路两用遂道，让纽约市多一条出城线路，真正缓解曼哈顿交通拥堵的现象。还带动了史泰登岛区、纽瓦克市的开发与发展，更重要的是可以把美国东海岸的三大机场通过地铁连在一起，同时，还能在三个区域内创造50万以上的的就业机会。
二、让联合国总部（注：原来的联合国总部大厦正急需资金进行彻底大修）搬离曼哈顿，在史泰登岛按照联合国总部原设计放大三倍重建一座崭新的、功能齐全的、空间较大的联合国总部主体大厦。（拒付给联合国的9亿多美元可以用来建设特区和新的联合国大厦）
三、特区中统一规划，鼓励联合国各成员国分别建造各国特色风格的驻联合国机构、生活区、各国文化艺术博览馆等，让“联合国”特区，真正成为世界和平岛！成为世界文化、风情的博览岛！
《世界和平岛：联合国特区》将可以成为特朗普总统：让美国继续伟大！的宏伟蓝图中的画龙点睛之巨作！
设立《世界和平岛：联合国特区》可以顺势由美国政府主导对联合国进行彻底的、再造式的、全方位的改革。
我们顺便在此提出关于联合国改革的建议如下：
基本原则：
一、费用公平负担，美国支付联合国常规运营预算的25%，支付维和预算的28%。这个比例是不公平的。
二、提高效率。古特雷斯说，他完全致力于改革联合国，让它更加符合21世纪世界的需要。对于维和预算，他说，他打算尽一切可能提高行动效率，让成本效益最大化。要敦促他落实。
三、应该面对邪恶的少数，不能让邪恶得逞！2017年9月19日特朗普总统在第72届联合国大会发表讲话“我们并不要求各国遵守同样的文化、传统，甚至政府制度。但是我们冀望所有的国家履行两个核心的主权责任：尊重本国人民的利益，尊重其他任何主权国家的权利。这是这个机构美好的前景，也是合作和成功的基础。”

一些具体建议：
一、在史泰登岛原来的军事基地的基础上，建一个联合国和平部队总司令部，统领全球维和事务。和平部队总司令由五个常任理事国的国防部长轮流担任，轮期与联合国轮值主席任期相同。各成员国出资比例为各国军备预算的15%、各国抽调军队中的10%的军人参与每年的轮训和世界范围内的维和任务。联合国原则上支持民选政府，不支持独裁政权和政变政权。当联合国成员国发生政变时，联合国和平部队有权干预。
二、联合国建一所《联合国行政学院》、《联合国军事学院》专门培训民选政府官员，学会如何治理国家。
三、联合国在（2018年9月12日）发表报告，将38个国家包括中国和俄罗斯，列入「可耻」（shameful）国家，批评有关国家对维权人士，采取诸如谋杀、酷刑、任意逮捕等报复及恐吓行为。
据此有必要对安理会五个常任理事国重新认定：俄罗斯和乌克兰等均可有资格替代前苏联席位。中华人民共和国严重侵犯人权，“联合国秘书长古特雷斯所列举的那些中共国当局对维权人士采取各种报复行为、打压和致死的事例，与‘对华援助’调查所得到的信息相符合。”理应把把中共国逐出安理会。中华民国是联合国创史国应该恢复其合法常任理事国席位。
四、联合国安理会常任理事会取消一票否决权，采用少数服从多数的原则。
