设立《美墨边境经济特区》

依据新的《北美自由贸易协定》即（USMCA）设立《美墨边境经济特区》有如下重大意义：

一、美国和墨西哥两国边界长达3,169公里的边境上，一旦设立特区，建设几百上千家工厂，创造二百万以上的南美洲人的就业机会是一件非常容易的事情。特区包括中国在内的私企提供了广阔的投资舞台，除了建议（二）提到的能帮助中国的私有经济，对美国的经济发展也意义巨大。

二、特朗普总统说，所有非法移民想要获得合法身份只有“一条路”：“回家，重新申请进入美国。” 这体现了，契约精神、公正、平等和依法办理的精神。历年来，美国政府处理非法移民，主要是堵。

 

 在美墨边境造墙堵当然必要，

但同时可以采用一种缓冲、人性化的以疏为堵的方法。设立《美墨边境经济特区》就是这种方法，《特特区》欢迎包括墨西哥在内的南美洲各国公民通过申请，合法的进入《特区》工作、生活、学习和创业。可以把《特区》建设成为墨西哥公民移民美国的缓冲地带。具体做法：

1、总统签署行政命令：保护非市场经济国家私营企业主的财产，并提供具体的方案，那就是鼓励包括中国在内各国的私企投资北美《美墨边境经济特区》。

2、鼓励美国企业、墨西哥企业、由其是在美国成功的墨西哥裔企业家，到美墨边境设厂办企业。增加《特区》就业机会。

3、通过申请合法进入《特区》工作、生活、学习和创业的南美洲各囯公民，将得到一份《特区身份证》、《特区工作许可证》及配套的《社会安全号码》纳入美国国民待遇管理体系。(属非移民特别类别) 4、合法取得《特区身份证》、《特区工作许可证》及配套的《社会安全号码》的各国公民，在特区内可考取《特区驾照》，除了工作之外，可合法的进入美国本土旅行、探亲访友、留学及申请加入美国军队。

5、南美洲国家公民在合法取得《特区身份证》、《特区工作许可证》及配套的《社会安全号码》五年之内，合法纳税，能证明没有成为美国公众负担、无犯罪记录者，才有资格申请美国移民签证。(申请加入美国军队者除外)

6、鼓励已经进入美国本土多年，非法居住的墨西哥公民申请进入《美墨边境经济特区》，充分利用《特区》实现美国梦。

这样，缓冲了死亡偷渡、使边境管理更人性化、并可以从根本上解决美墨边境非法移民的问题。

在取得成功经验后，还可以进而用于解决所有非法移民的问题。为正常移民和已经在美国境内的非法移民提供了合法移民的机会。

这样也将大大发展边境商贸。可以设想，《特区》的繁荣，会对美国的经济发展提供巨大动力，使美国不仅在其他方面继续伟大，也使美国经济继续伟大！
